晴雨 is translated to mean "clear or rainy weather". He was named this as his mother went into labor on a stormy night that seemingly cleared the moment he was born into the world. His mother saw this as a sign to show the kind of person he would become in the future - one who dissipated the storms of other's anger and brought forth peace instead.
秋葉 is translated to mean "autumn leaves". Seiu did not take on the surname of his mother as she was not married when he was conceived. Not knowing the name of his father, she gave him the surname Akiba as his hair was the color of fallen leaves during autumn season.
In addition to this, he would also have pronounced lower teeth similar to tusks or "牙" meaning fang or tusks. Although this is an unofficial surname, it does coincide with Seiu's general appearance.
Seiu is a young adult male hailing from Yugakure. His mother was the daughter of the village head and his father was a passerby who came into the village to indulge himself on women. Unknown to his mother, Seiu's father was of Uzumaki decent - his dark red hair a hint of his paternal heritage. Despite his oni like appearance, Seiu is noted to be quite kind. He loves spending time with the younger shinobi of the village and hopes to lead a positive example to them. Although Yugakure is more so a tourist attraction, Seiu takes pride in his simple role as a shinobi amongst the villagers. While he has yet to see the same violence that shinobi from other villages, Seiu is well-versed in the ninja arts.
