
Hiiragi doesn't entirely remember but he met Tsukiya when they were about two years old, when Ibiki and Yasumi took him to the sakura hanami and Kakashi took Tsukiya. Tsukiya (then Tsukiko) had a cookie Kakashi bought her, so she broke off half of her cookie to give to Hiiragi as a way of greeting him.
When he was ten, he was placed on Tsukiya's team temporarily because they needed one more genin after the previous one, Ryouichi, was thrown off the team for bullying and injuring Tsukiya. Although it was meant to be temporary, it became permanent due to the chemistry between him and Tsukiya, and Ibiki didn't have the heart to separate them given how well they worked together.
In The Hidden Beast, while Sakumo is unable to explain to Tsukiya what exactly is going on, Hiiragi supports her when she has these really weird dreams about some beast potentially being sealed into them. When Sakumo fell unconscious, Hiiragi was left with Sakumo to make sure he was okay while Tsukiya went to make their deal with the hidden beast. When Sakumo woke up again, Hiiragi rushed to go get Tsukiya and he arrived just before they passed out. He brought them back to Sakumo and Ibiki, panicked about their state—but of course, Ibiki was there to reassure Hiiragi that they would be okay.
He did everything he could to heal and comfort them throughout the ordeal. He helped give them a bath when they were finally awake. Hiiragi helped them relocate their shoulder after it partially dislocated when they sat down. When they leave to return to Konoha, the shinobi are ambushed because of Tsukiya having the beast, and Hiiragi delivers the killing blow to the shinobi who were looking to harm them, saying, "You are not taking my Tsuki away from me."
During Root Problems, Danzō forces Tsukiya's hand into joining ANBU and Hiiragi promises to stay with them for it. In one of the stories, he finds himself being dragged down into the Morino dark side and he has to deal with his emotions—including jealousy for Tsukiya he wasn't aware of.
